Marquette survives Butler, 74-72

LEXINGTON, Ky. (AP) ? Vander Blue scored 19 second-half points to rally third-seeded Marquette out of another hole, and the Golden Eagles survived No. 6 Butler 74-72 on Saturday to reach the round of 16 in the NCAA tournament.

Like November's first meeting between the teams at the Maui Invitational, won 72-71 by Butler on Rotnei Clarke's buzzer-beating 3-pointer, this was a back-and-forth, high-intensity affair that came down to the final shot.

Only this time, Butler missed.

Marquette (25-8) will meet the winner of Sunday's game between Illinois and Miami (Fla.) on Thursday in the East Regional semifinals at Washington, D.C.

Clarke's 24 points led Butler (28-9).

Blue, the junior whose last-second layup edged Davidson on Thursday, led the Golden Eagles' rally from a 35-27 halftime deficit and tied the game at 69 on 3-pointer with 1:25 remaining.

That set the stage for more late-game drama by his teammates.

After Jamil Wilson's two free throws made it 71-69, Davante Gardner deflected Clarke's pass intended for Kellen Dunham underneath and then made the first of three late free throws for 74-70 lead with 4.7 seconds left.

After Wilson's goaltend on what would have been a layup by Andrew Smith cut the lead to two 2 seconds later, Blue almost became the goat by throwing away the inbounds pass intended for Wilson with 2.9 seconds left.

The Bulldogs, who seem to win every close game at this time of year, couldn't get a good last look. Smith took an off-balance 3 from up top that was way off, slamming into the backboard and setting off another Marquette celebration.

Coach Brad Stevens' Bulldogs, who reached the championship game in 2010 and '11, won't make the second weekend this year.

Blue finished with 29 points.

He shot 9 of 15 from the field with three from long range, finishing just four points off his career high. Trent Lockett and Wilson each added 13 points for Marquette, which shot 23 of 54 (43 percent) and was 5 of 12 from beyond the arc.

The Bulldogs' defense also held Clarke to just six second-half points after he seemed ready to dominate the game by himself. Smith finished with 17 points.

The outcome ended up as another example of Blue's leadership and clutch play, but until then it deemed destined to be decided by the last team with the ball.

Both teams have come a long way since that early-season thriller, and both got here with by coming from behind in their first games.

Butler's 68-56 win over Bucknell was easier, in which the Bulldogs overcame a 37-31 deficit by outscoring the Bison 37-19 over the final 10 minutes. There was plenty of room for improvement, such as 35 percent shooting and allowing Bucknell to take the lead with a 19-2 run.

Marquette fell in a nine-point hole against Davidson that necessitated the last-minute rally led by Blue, who scored the game-winning layup with a second left for one of the more thrilling early-round finishes.

Dictating the tempo on both ends was the Golden Eagles' main objective, especially creating shots inside the arc.

Both teams succeeded to an extent in a fast-paced first 10 minutes, with Marquette moving the ball around to get the two-point baskets it thrives on. The movement worked so well for the Golden Eagles that Wilson ? Thursday's other hero ? and Lockett were open for 3-pointers, and made them.

Butler hit 3 of 17 from 3 against Bucknell, but they found their range against Marquette. Clarke made three of Butler's seven 3-pointers in the first half.

Long shots came in handy since the Bulldogs struggled from elsewhere. They were 4 of 16 on 2-pointers.

Butler was still better than Marquette (7 of 27), which finished the first half frustrated by the Bulldogs' defense that contested everything near the basket. During one 40-second sequence before the break the Golden Eagles missed five straight shots including one from outside, sending them to the locker room trailing 35-27.

Speed of light may not be fixed, scientists suggest; Ephemeral vacuum particles induce speed-of-light fluctuations

Mar. 25, 2013 ? Two forthcoming European Physical Journal D papers challenge established wisdom about the nature of vacuum. In one paper, Marcel Urban from the University of Paris-Sud, located in Orsay, France and his colleagues identified a quantum level mechanism for interpreting vacuum as being filled with pairs of virtual particles with fluctuating energy values. As a result, the inherent characteristics of vacuum, like the speed of light, may not be a constant after all, but fluctuate.

Meanwhile, in another study, Gerd Leuchs and Luis L. S?nchez-Soto, from the Max Planck Institute for the Physics of Light in Erlangen, Germany, suggest that physical constants, such as the speed of light and the so-called impedance of free space, are indications of the total number of elementary particles in nature.

Vacuum is one of the most intriguing concepts in physics. When observed at the quantum level, vacuum is not empty. It is filled with continuously appearing and disappearing particle pairs such as electron-positron or quark-antiquark pairs. These ephemeral particles are real particles, but their lifetimes are extremely short. In their study, Urban and colleagues established, for the first time, a detailed quantum mechanism that would explain the magnetisation and polarisation of the vacuum, referred to as vacuum permeability and permittivity, and the finite speed of light. This finding is relevant because it suggests the existence of a limited number of ephemeral particles per unit volume in a vacuum.

As a result, there is a theoretical possibility that the speed of light is not fixed, as conventional physics has assumed. But it could fluctuate at a level independent of the energy of each light quantum, or photon, and greater than fluctuations induced by quantum level gravity. The speed of light would be dependent on variations in the vacuum properties of space or time. The fluctuations of the photon propagation time are estimated to be on the order of 50 attoseconds per square meter of crossed vacuum, which might be testable with the help of new ultra-fast lasers.Leuchs and Sanchez-Soto, on the other hand, modelled virtual charged particle pairs as electric dipoles responsible for the polarisation of the vacuum.

They found that a specific property of vacuum called the impedance, which is crucial to determining the speed of light, depends only on the sum of the square of the electric charges of particles but not on their masses. If their idea is correct, the value of the speed of light combined with the value of vacuum impedance gives an indication of the total number of charged elementary particles existing in nature. Experimental results support this hypothesis.

To determine your values look at where you spend most of your time and what you spend your money on. What do these things represent to you? Our values present themselves when we are faced with tough decisions. Think about a decision you recently made when you had to choose between one thing or the other. Why did you make that decision? What value did that decision represent?

3. Passions ? You know your passions when you know what you LOVE. What brings you joy just thinking about it? What do you love to spend your time doing? Look at your book collection and see what most the books you love to read are about. Also feel into what makes you come most alive? Your passions invigorate you with feelings of excitement and joy.

4. Life Experiences ? You have a unique life experiences that contribute to you being the incredible individual that you are. Look back at your life from where you grew up to the people you have met and the places you have gone and all that you have experienced, and see that all those events have been part of your unique life path.

5. Special Knowledge ? There are some things that you have a greater insight to than others. What have you studied for a long time? What about any training? This knowledge is part of unique gift you bring to the world.

'We're brothers': Pope meets ex-pope for historic lunch

Pope Francis and his predecessor Benedict prayed together before having lunch in a historic meeting Saturday.

The new pontiff flew to the papal residence at Castel Gandolfo in the Alban Hills outside of Rome by helicopter Saturday. Pope Benedict XVI has been living there since he resigned Feb. 28, becoming the first pope to step down in 600 years.

Both men wore white papal outfits.

Father Federico Lombardi, a Vatican spokesman, said that Benedict and Francis had embraced at the helipad, then went to a private chapel to pray.

Benedict, who looked frail and walked with a cane, told Francis to kneel in front of the altar, but Francis said, "let's kneel together" and they did so, Lombardi said.

"We're brothers," Francis reportedly told the former pope as the two prayed together on the same prie dieu.

They then had a private conversation for about 40 minutes in the library, before going to lunch.

Francis presented Benedict with a gift of an icon of the Virgin Mary.

?When I saw this picture of the Madonna of Humility, my thoughts turned immediately to you,? Francis told his predecessor, according to Eurovision News.

The Associated Press reported that crowds gathered near then villa in the hope of catching a glimpse of history.

The news agency speculated about what the two men would discuss:

The two popes might discuss the big issues facing the church: The rise of secularism in the world, the drop in priestly vocations in Europe, the competition that the Catholic Church faces in Latin America and Africa from evangelical Pentecostal movements.

They might also discuss pressing issues concerning Francis' new job: Benedict left a host of unfinished business on Francis' plate, including the outcome of a top-secret investigation into the leaks of papal documents last year.

Francis might want to sound Benedict out on his ideas for management changes in the Holy See administration, a priority given the complete dysfunctional government he has inherited.

They might also discuss the future of Monsignor Georg Gaenswein, Benedict's trusted aide who has had the difficult task of escorting his old pope into retirement and then returning to the Vatican to serve his successor.

Gaenswein has appeared visibly upset and withdrawn at times as he has been by Francis' side. The Vatican has said Francis' primary secretary will be Monsignor Alfred Xuereb, who had been the No. 2 secretary under Benedict.

WBC players look to sustain success

DUNEDIN, Fla. (AP) - Jose Reyes bounced around the clubhouse exuding his usual energy and joked with a few teammates before putting on his Toronto Blue Jays' uniform.

Back from helping the Dominican Republic win the World Baseball Classic, Reyes is eager to help his new team contend in a tough AL East. There's no WBC hangover for the four-time All-Star shortstop.

"I don't want to play down. I want to play the same way I played in the WBC because the season is right around the corner," Reyes said Friday. "I'm going to continue to work on my game and be ready to go."

Reyes was back in the leadoff spot in Toronto's lineup for the first time since March 2. He went 0 for 1 with two walks in a 1-0 win over Boston. Blue Jays designated hitter Edwin Encarnacion also returned to the team after playing for the Dominican Republic. He didn't start against the Red Sox because of a finger injury.

The laid-back atmosphere at spring training doesn't compare to the intensity level of the WBC games where there's so much pride at stake playing for your country. While Reyes doesn't need much motivation, other players could take a little time to adjust.

"I'm sure it'll be a little bit of a letdown," Blue Jays manager John Gibbons said. "I'm sure they're glad to be back with their team. A guy like Reyes, he's enthusiastic about everything he does."

Robinson Cano, the MVP of the WBC, returned to the New York Yankees on Thursday, and picked up their only hit in a loss to Minnesota on Thursday night. The four-time All-Star second baseman is even more important to the Yankees now that they're missing Alex Rodriguez, Mark Teixeira and Curtis Granderson, and Derek Jeter's status is uncertain.

"I want to play the game the same way with the same intensity," he said. "It's a different mindset in spring training than playing in the WBC. You don't want to overdo it. You have to go out there and play hard and prepare for the season."

Tony Pena, the Yankees bench coach, managed the Dominican Republic to the island nation's first international title in its third try. He stressed to his players the importance of working hard and carrying their success over into the regular season with their major league teams.

"We talked about them keeping the intensity," Pena said. "In the WBC, they played with so much emotion. Hopefully they continue the same thing."

The Minnesota Twins had 13 players compete in the WBC, tied with Milwaukee for most in the majors. Manager Ron Gardenhire hasn't noticed his guys lacking focus or playing with any less energy since returning.

"This is the big leagues. This is their job," he said. "I think these guys love being on a baseball field. That was fun watching the WBC. All of our guys had a blast, but they were excited to get back to our club and get ready for the season."

Many managers would prefer keeping their players in camp for obvious reasons. No one wants to risk losing a key player to injury. Teixeira, Hanley Ramirez and David Wright each were injured during the WBC.

Another problem is lack of playing time. Some guys sat on the bench or in the bullpen and had trouble staying sharp during the WBC, so they have to catch up when they're back in camp. This could be a setback for players competing for roster spots or starting jobs.

On the other side of that argument, the experience of playing in a world-class tournament can be benefit younger players.

"There are some issues," Gardenhire said. "Some guys didn't get in, didn't pitch and they were gone for a few days, but we also look at it like what a great experience it is being around some of the best players in the world. Some of our young guys got to take batting practice and take ground balls with some of the greatest players in the world, and that can really help them.

"I'm happy for our guys that went and I'm happy to have them back."

Most managers ease their returning players back into the lineup, rest them when their teams have long road trips and then treat them as normal during the final days of spring training.

Tampa Bay Rays closer Fernando Rodney saved seven of the Dominican Republic's eight wins and had a 0.00 ERA. So, Rays manager Joe Maddon will keep a close eye on him.

"We've got to watch him," Maddon said. "Yes, there's a physical impact. I don't know how that's going to play out by the end of the year. Let him chill for a little bit and then get back to work."

Granderson, a member of the U.S. team in the 2009 WBC, doesn't think it has much of a carry-over effect on players during the regular season. He was with Detroit four years ago, and teammates Miguel Cabrera, Magglio Ordonez and Carlos Guillen also competed in the WBC.

"When I came back, I got thrown right into the mix," Granderson said. "We came back and collectively played well. We had a pretty good season and competed in a very competitive AL Central. I don't think there was any major downswing."

Time will tell if that holds true again.

Russian President Putin wants BRICS to tackle geopolitics

MOSCOW (Reuters) - Russia wants the BRICS group of major emerging economies to broaden its role and get more involved in geopolitics, President Vladimir Putin said in an interview published on Friday.

Putin, who has frequently criticized European and U.S. activities and has teamed up with fellow BRICS nation China to counter Western clout, spoke before a summit next week of the group, which also includes Brazil, India and South Africa.

He told news agency Itar-Tass that the BRICS members were working on joint declarations on the conflicts in Syria and Afghanistan, Iran's nuclear program, the situation in the Middle East and other issues.

"We invite our partners to gradually transform BRICS from a dialogue forum that coordinates approaches to a limited number of issues into a full-scale strategic cooperation mechanism that will allow us to look for solutions to key issues of global politics together," Putin said according to a Kremlin transcript of the interview.

BRICS leaders are expected to use the March 26-27 meeting in Durban, South Africa to endorse plans to create a joint foreign exchange reserves pool and an infrastructure bank, senior emerging market officials said on Thursday.

Putin, who wants more for foreign investment to bolster Russia's economy, said Russia plans to announce the creation of a BRICS Business Council to promote trade and investment within the group and help launch multilateral business projects.

Sony ruthlessly tears apart an Xperia Tablet Z for your viewing pleasure (video)

It's not unusual to see products helplessly dismantled by the likes of iFixit and the FCC, but on rare occasions, companies sacrifice their own creations for our twisted enjoyment. This particular teardown is one of those instances, as Sony employed the skills of one "badass engineer" to reduce an Xperia Tablet Z to nothing but parts. There isn't much to learn from the accompanying gadget snuff movie aside from the cold speed at which said badass accomplishes the task -- inside the slate is a bundle of known components held together by a mixture of screws, tape and glue. The clip's narrator specifies the Tablet Z will be available sometime in May, but check out the video below if you'd like to get thoroughly acquainted beforehand. And don't worry about the poor unit's fate. Sony is just as adept at putting things back together.

Survey: Low-wage workers missing out on training

While lower-wage American workers have accounted for the lion's share of the jobs created since the 2007-2009 Great Recession, a survey released March 2013 shows that they are also among the most pessimistic about their future career prospects, their job security and their finances. Chart shows AP-NORC poll on attitudes of low-wage workers and employers

(AP) ? As they struggle to get ahead, many low-wage workers are not taking advantage of job training or educational programs that could help them make the leap to better-paying jobs. They are often skeptical about whether such programs are even worth the trouble, a new survey shows.

In many cases, workers in low-wage positions are not using the training programs their employers offer because they don't even know they exist, the two-part AP-NORC Center for Public Affairs Research survey of both workers and employers found. Two-thirds of employers said they offer coaching or mentoring programs and 61 percent provide on-the-job training. But only 36 percent of low-wage workers reported that their employers offer such programs.

The ability to move up the career ladder has become more important as America's economic recovery is fueled by a surge in low-wage jobs at restaurants, health care centers and manufacturing sites. Job training and education can play a major role in helping these workers advance their careers and someday reach middle-class status. At the same time, employers say they invest in job training to retain current workers, reduce turnover and improve the quality of products and services.

Yet the surveys revealed a wide disparity between employers and workers in how they view the importance of training programs. While 83 percent of employers said job training is extremely or very important for upward mobility, only half of low-wage workers felt as strongly about additional training. Similarly, 77 percent of employers rated education as extremely or very important, while only 41 percent of low-wage workers rated it similarly.

Of those who were aware their employers offer such training programs, 64 percent report participating in them, the surveys found. About a quarter have taken advantage of tuition assistance benefits. Yet workers who have used these programs say they are no more likely to feel confident about their prospects for advancement than those who have not received the extra training.

The AP-NORC Center conducted two surveys to gauge the experiences and perspectives of lower-wage workers. A sample of 1,606 workers earning $35,000 or less annually were interviewed last summer, while a companion poll of 1,487 employers of such workers was conducted from November through January.

About 65 percent of the jobs the U.S. economy added since the recession ended in June 2009 were lower-wage ones, according to an analysis of monthly Labor Department employment numbers by Moody's Economics.

Patrick Clements, 61, of Blue Springs, Mo., works as a security guard making $12 an hour. He took the job after he was laid off from AT&T, where he was a management-level employee earning a much higher salary.

Clements said he's not aware of any training or educational opportunities at his company, and at his age, he's not hopeful that other job training programs could help him get any higher-paying work.

"I'm so old that nobody's going to hire me anyway," he said. "They say it's illegal to discriminate by age, but man, I was looking and it happens."

Eve Weinbaum, director of the Labor Relations and Research Center at the University of Massachusetts, said most of the research shows that for the vast majority of low-wage workers, "there is not much chance that job training will lead to better jobs and higher incomes, simply because the higher-paying jobs are not there."

Low-wage workers are even less apt to use government programs that could help them get new training or find better jobs, according to the survey. Only 18 percent have used Pell grants, a student aid program, and less than 10 percent say they have used any other government-funded program, such as one-stop employment centers or welfare-funded training services.

Among employers, 86 percent say they have never taken part in a government or publicly funded training program, with half of those saying they were not aware of programs aimed at their business sector. And 40 percent said they weren't aware of government programs in their area, the surveys showed.

Most employers say their low-wage workers have the necessary skills to perform their jobs now but were not prepared when first hired. These employers are investing in training programs to get workers up to speed, but only about half are confident they can keep these investments going in the future to keep worker skills current.

For some low-wage workers, "just the predictability of scheduling or even access to adequate transportation can be barriers in terms of schooling," said Stephanie Luce, professor of labor studies at City University of New York's School of Professional Studies. "They could be barriers to job training as well."

She also questioned whether many of the programs are truly effective in helping get workers promotions or new jobs.

"It seems to me if the training programs at the work sites really were leading to successful upward mobility, workers would be taking them," Luce said.

Only 30 percent of all workers in this income category report ever having received a promotion from their current employer, and few think they have a good chance of getting one.

Nina Troisi, 52, of Mechanicsburg, Pa., was making more than $50,000 a year in banking customer service, but after being laid off, she found work as a resident assistant at an assisted-living facility for patients with dementia. She now makes less than half her previous salary.

"It's a very underpaid job," she said. "You have good days and bad days, but I'm making it."

Her position does not require certification as a nursing assistant, but she is required to participate in job training such as seminars on understanding Alzheimer's disease and how to keep patients active. Troisi said the job training could be beneficial to her career in the long run.

"Absolutely, I can take what I'm learning here and take it to some other facilities that pay more, like state facilities," she said.

The surveys revealed widespread pessimism among low-wage workers, many of whom see themselves as worse off than before the recession and view their jobs as a dead end. Half said they were "not too" or "not at all" confident their current jobs will help them achieve long-term career goals.

Both employers and workers place most of the responsibility for career advancement on the individual worker, with 81 percent of employers and 78 percent of workers saying the worker shares a lot or almost all the burden. But 73 percent of workers and 78 percent of employers say that employers share at least a moderate amount of the obligation to help workers find better jobs.

By contrast, fewer than half of low-wage workers think federal, state or local government bears more than a little of the responsibility for helping workers move ahead.

The surveys were sponsored by the Joyce Foundation, the Hitachi Foundation and NORC at the University of Chicago. The Joyce Foundation works to improve workforce development and education systems to assist job seekers who may lack skills or credentials. The Hitachi Foundation aims to expand business practices that improve economic opportunities for less well-off workers while benefiting business.

The worker survey was conducted online using the GfK KnowledgePanel and by telephone by interviewers from NORC from Aug. 1 through Sept. 6, 2012. The employer survey was conducted online and by phone by NORC from Nov. 12, 2012, through Jan. 31, 2013. The margin of sampling error for the survey of workers was plus or minus 2.9 percentage points; for employers, it was 4.5 points.

Tiny RNA molecule may have role in polycystic ovary syndrome, insulin resistance

A group of tiny RNA molecules with a big role in regulating gene expression also appear to have a role in causing insulin resistance in woman with polycystic ovary syndrome and, perhaps, in all women, researchers report.

Research in the journal Diabetes, indicates that high activity levels of a microRNA called miR-93 in fat cells impedes insulin's use of glucose, contributing to PCOS as well as insulin resistance, said Dr. Ricardo Azziz, reproductive endocrinologist and PCOS expert at the Medical College of Georgia at Georgia Regents University.

"This is one of the first reports of a defect that may occur both in women who are insulin resistant and, in particular, in women with PCOS," said Azziz, the study's corresponding author. "Identifying this molecular mechanism helps us understand these common conditions better and points us toward targeted therapies to correct these problems in women."

PCOS affects about 10 percent of women and is characterized by excess male hormone, irregular ovulation and menstruation and is associated with an increased risk for insulin resistance, which can lead to diabetes and heart disease.

Researchers looked at fat cells from the lower abdomen of 21 women with PCOS and 20 controls. In all the women with PCOS, they found over expression of miR-93 and decreased expression of GLUT4, a key protein that regulates fat's use of glucose for energy. Fat, a large organ in even a thin individual, is where a lot of glucose usage via insulin occurs.

GLUT4 expression was lowest in the women with PCOS who also were insulin resistant. They also found the expression was low in members of the control group who were insulin resistant.

"Low levels of GLUT4 in fat appear to be affecting insulin resistance in general and to have a more dramatic impact in PCOS," Azziz said. MiR-93 was known to impact GLUT4 in other cell types and to have a role in reproduction, infertility and lipid metabolism. "There has been no clear mechanism to describe insulin resistance in PCOS and we believe this is one of the pathways," said Dr. Yen-Hao Chen, cell biologist at MCG and the study's first author.

Interestingly, the investigators found that two other microRNAS - miR-133 and miR-223, which are known to regulate GLUT4 expression in heart muscle cells - also were over expressed but only in the fat cells of PCOS patients, Chen said. This exclusivity implicates the tiny molecules in the underlying condition of PCOS, Chen said. The researchers don't know yet if the two are related to miR-93. "We are just beginning to understand the role of these small molecules in PCOS and insulin resistance and much work remains to be done," Azziz said.

Follow up studies include better understanding just how microRNAs impact GLUT4, identifying other microRNAS that do ? including looking further at miR-133 and 223 ? and identifying what factors impact the tiny RNA molecules.

Humans use both insulin and non-insulin related mechanisms to use blood sugar, or glucose, as an energy source.

Azziz and his colleagues recently showed in Journal of Clinical Endocrinology & Metabolism that women with PCOS have defects in both mechanisms. In fact, PCOS women who had the most difficulty controlling glucose via insulin were also the ones with the greatest declines in their ability to use non-insulin approaches. More typically, when insulin resistance increases, the body's non-insulin dependent usage increases, apparently to help compensate.

Rohleder says in addition to the training, he?s adding a number of smaller touches, such as infused flavored water, aromatherapy, towel service and personalized music and temperature settings.

?The entire experience from the second you walk in to the second you walk out is important,? he says. ?It?s whatever the client wants.?

General foresees end to grim rise in Army suicides

(AP) ? Army suicides are still increasing, but the four-star general who has been at the forefront of seeking solutions, Lloyd J. Austin III, says he thinks a turnaround is in sight.

"The trends are not going in the direction that we want them to go ? they haven't been for some time," Austin told The Associated Press in his last interview as the Army's vice chief of staff. He nonetheless spoke optimistically of "doing the right things to begin to turn this around," despite the suicide rate worsening during his 13-month watch.

Austin was confirmed by the Senate on Tuesday to succeed Marine Gen. James Mattis as commander of Central Command, in charge of U.S. military operations in the greater Middle East, including Afghanistan.

Last year the Army, and the military as a whole, suffered the highest number of suicides ever recorded, prompting then-Defense Secretary Leon Panetta to declare it an epidemic.

The Army had 183 suicides among active-duty soldiers, up from 167 in 2011, and the military as a whole had 350, up from 301 the year before. This year began on an even worse note, with the Army reporting 19 suicides among active-duty soldiers in January, up from 16 the previous January, in addition to 14 among those in the National Guard and Reserve, up from six in January 2012.

Austin, 59, who took over as the Army's No. 2 general on Jan. 31, 2012, said his background enabled him to quickly grasp the severity and complexity of the problem. He holds a master's degree in counselor education from Auburn University. Minding the day-to-day operations of the Army is Austin's responsibility as the vice chief of staff, but he also has focused on what he calls "health of the force" issues ? mainly suicide and other behavioral problems that have grown in severity during the nation's long wars in Iraq and Afghanistan.

Austin said the Army has laid the foundation for reversing the suicide trend by convincing leaders across the service that this is an Army-wide problem and that individual commanders at every level should recognize signs of trouble and ensure soldiers know they can get help without risking their careers. He said that in his monthly reviews of the suicide problem with senior Army leaders around the globe he is hearing more anecdotal evidence that timely intervention by commanders is saving lives.

"I think there is better awareness, there is more energy. I am optimistic that the trends are going to turn around, but it's going to take more time," he said.

Austin's successor as vice chief is Gen. John F. Campbell, who, like Austin, is a decorated veteran of the wars in Iraq and Afghanistan and has extensive experience working in the Pentagon.

Austin is scheduled to take over at Central Command's headquarters in Tampa, Fla., this month. He assumes that duty ? arguably the most critical of the military's war-fighting commands ? with a resume that suggests he is prepared to tackle such intractable problems as instability in Afghanistan and Pakistan, nuclear tensions with Iran, uncertainty in Iraq and civil war in Syria. He will oversee the withdrawal of the remaining 66,000 U.S. combat troops in Afghanistan by the end of next year and help set the stage for whatever postwar mission President Barack Obama authorizes ? likely a military training mission combined with a continuing use of U.S. commando forces to hunt down remnants of al-Qaida.

Austin has a reputation for being press-shy, but his self-confidence is evident when he speaks of his eagerness to take on the challenges of Central Command.

"There may be somebody who could be more qualified, but I don't know who that person is," he said in his baritone voice and trademark matter-of-fact tone.

He served three tours of combat duty in Iraq, the first as an assistant commander of the 3rd Infantry Division, spearheading the drive from Kuwait to Baghdad in March 2003 and earning the Silver Star for gallantry. He returned to Iraq as the No. 2 overall commander in 2008-09 and again in 2010 as the four-star commander overseeing the final withdrawal of American forces.

In the year between his two senior command assignments in Baghdad, he was director of the Joint Staff at the Pentagon, a demanding behind-the-scenes job. He commanded U.S. ground forces in Afghanistan in 2003-04 and later that year began a stint as chief of staff at Central Command.

Austin, a native of Thomasville, Ga., was commissioned as an infantry second lieutenant upon graduation from the U.S. Military Academy at West Point in 1975.

He will be the first black man to lead Central Command, a distinction that also applied to his tenure as Army vice chief of staff and to several of his earlier assignments.

"I don't often reflect on it," he said of his pioneering career. "I reflect most on trying to get the job done.

"It's not lost on me that going into the premier war-fighting job of our military and therefore of the world is a big responsibility," he added. "I am the first African-American to take on a responsibility like that, but I think I'm prepared and I look forward to the challenge."

?You have a friend for life,? The Associated Press reports Mr. Rodman telling Mr. Kim today. The two men were watching the Harlem Globetrotters and North Korean basketball players face off on the court in front of a crowd of thousands, and later dined on sushi together, according to the news agency.

Rodman traveled to the isolated country along with three members of the Globetrotters and producers from VICE media to film an HBO series. The scene, described by VICE employees at the game, sounds like quite a sight:

Dressed in a blue Mao suit, Kim laughed and slapped his hands on the table before him during the game as he sat nearly knee to knee with Rodman. Rodman, the man who once turned up in a wedding dress to promote his autobiography, wore a dark suit and dark sunglasses, but still had on his nose rings and other piercings.

The high-profile visit comes at a precarious time for North Korea, which recently launched its third nuclear test, raising already sky-high tensions with neighboring South Korea and garnering condemnation from the international community.

?Pyongyang has engaged in high-profile saber-rattling in recent weeks, including a warning this past weekend of "miserable destruction" if the United States and South Korea go ahead with a planned joint naval exercise next month,? The Christian Science Monitor notes.

?The North is trying to persuade the world ? and in particular the United States ? that it is a full-fledged nuclear power that can threaten others as much as it is threatened by them,? The Monitor reported in a separate story after the nuclear test.

That Pyongyang chose the day of President Obama's State of the Union address on which to conduct its test indicates how much the test was meant as a message for the US, regional analysts say.

The test was also directed at an internal audience. Leader Kim Jong-un, in power for just a year, is still establishing his credentials, observers say, and a successful test adds to his prestige and legitimacy, thus strengthening internal security.

The true aims of North Korea, however, remain officially unstated, and therefore open to speculation.

But Kim reportedly told Rodman that he hoped the former NBA player?s visit could help ?break the ice? between the US and North Korea, VICE founder Shane Smith relayed to the AP.

?They bonded during the game,? Mr. Smith told the AP.

Rodman and the film crew reportedly returned the invitation, according to the Los Angeles Times, asking Kim to visit the US.

If Kim visits, and relations between the US and North Korea improve, will Rodman win the Nobel Peace Prize? Now that would be crazy.

The game ended in a tie of 110 all.

Physicists on Higgs hunt: Nearly there but not yet

(AP) ? Physicists in Italy said Wednesday they are achingly close to concluding that what they found last year was the Higgs boson, the elusive "God particle." They need to eliminate one last remote possibility that it's something else.

The long theorized subatomic particle would explain why matter has mass and has been called a missing cornerstone of physics.

With new analyses, scientists are 99.6 percent certain they found the crucial Higgs boson. But they want to be 99.9 percent positive, said Pauline Gagnon, a physicist with the European Center for Nuclear Research.

Last July scientists with the world's largest atom smasher, the $10 billion Large Hadron Collider on the Swiss-French border, announced finding a particle they described as Higgs-like, but wouldn't say it was conclusively the particle. Now thousands of checks show them even closer.

"It looks more and more like a Higgs boson," said Gagnon after an update presented Wednesday at a conference in the Italian Alps.

Gagnon compared finding the Higgs to identifying a specific person. This looks, talks, and sings like a Higgs, but scientists want to make sure it dances like the Higgs before they shout "Eureka."

She said there is only one last thing the particle they found could also be: a graviton. That's another subatomic particle associated with gravitational fields, not mass.

By checking the spin of the particle, scientists will be able to tell if it is a Higgs boson, which is far more likely, or a graviton. If it has no internal spin, it's the Higgs boson; if it has a lot of spin it's a graviton.

Wednesday's presentation was by one team of researchers and another team will present more findings next week.

Physicist Sean Carroll of the California Institute of Technology, who isn't involved in the research, said scientists are just being careful, covering all bases.

Without the Higgs boson to explain why electrons and matter have mass, Carroll said, "there would be no atoms, there would be no chemistry, there would be no life, so that's kind of important."

WASHINGTON (AP) ? Enveloped by political gridlock, President Barack Obama is reaching out to rank-and-file Republicans, meeting for dinner with GOP senators Wednesday night and then visiting Capitol Hill next week for separate meetings with Senate and House Republicans.

Among the lawmakers scheduled to attend Wednesday's dinner are Sens. John McCain, Lindsey Graham, Kelly Ayotte, Pat Toomey, Bob Corker, Ron Johnson, Saxby Chambliss and Tom Coburn.

Obama raised the idea of a dinner during a phone conversation with Graham earlier this week and asked the South Carolina senator to put together the guest list, a White House official said.

Obama and the lawmakers planned to meet on neutral territory, with dinner scheduled for 6:30 p.m. at a hotel near the White House. With a snow storm barreling down on the Washington region, the White House said the dinner could be postponed if the weather deteriorated throughout the day.

The dinner will be followed up by a rare trip by Obama to Capitol Hill. He'll meet there with Senate Republicans next Thursday and hold a separate meeting with House Republicans, although a date for that meeting is yet to be scheduled. The president will also meet next week with Senate and House Democrats.

Obama's Republican outreach follows Washington's failure to reach a deal to avert the $85 billion in automatic budget cuts that started going into effect Friday. The new GOP charm offensive also underscores the limitations of the president's previous strategy, which centered on using public pressure to win Republican cooperation, not negotiations with lawmakers.

Senate Minority Leader Mitch McConnell said the president requested the meeting through his chief of staff. McConnell's office said the president last attended the Senate GOP's policy lunch in May 2010.

"We have numerous challenges facing the country and Republicans have offered the president serious solutions to shrink Washington spending and grow the economy," McConnell said in a statement. "And we will have an opportunity to discuss them with the president at the lunch."

House Speaker John Boehner's office said Wednesday that the president had also requested the meeting next week with House Republicans. The White House and Boehner's office were working to schedule that meeting, the speaker's office said.

McConnell, Boehner and other members of GOP leadership are tellingly being left out of the dinner Obama will host Wednesday. They also didn't make the list of Republican lawmakers Obama started calling over the weekend. Several of the senators attending the dinner also received calls from the president.

"This is how you solve hard problems," Graham said of Obama's outreach. "We're talking about following up on that, how we can get more people in the mix, so what I see from the president is incredibly encouraging."

White House aides say the president's calls with Republicans focus in part on jumpstarting broader budget talks, but also on Obama's proposals for overhauling the nation's immigration laws and enacting stricter gun control measures.

"He is reaching out and talking to members about a variety of issues ? not just our fiscal challenges, but certainly the fiscal issues are among the issues he is talking about with lawmakers," White House spokesman Jay Carney said.
